Duties and Responsibilities
The SC is expected to assume the following tasks:

Implementation of operational strategies ensured and projects implemented promptly and efficiently in line with UNDP´s rules and regulations and CO policies and procedures
  • Full compliance of contractual and financial processes as well as contractual and financial records with UNDP rules, regulations, policies and strategies;
  • Implements asset management, ensures proper recording and transfer of assets in a timely manner,
  • Monitors and alerts the due times of contracts, ensuring timely support is provided to contract management, timely amendments (when needed) etc.
  • Prepares financial reports to donors according to cost-sharing agreements.
  • Implements CO direct cost recovery policies in close coordination with the Operations
  • Contributes to development and formulation of AWPs. Formulates a portfolio-level AWP to facilitate monitoring of the Portfolio by the Portfolio Manager
  • Develops project budgets and budget revisions in a timely manner and inputs projects into ATLAS.
  • Performs and closely monitors direct cash transfer transactions and assists in the preparation of required documentation
  • Acts as an alternate e-requisition approver when necessary for the assigned projects.
  • Contributes to further development of CO operative policies and procedures.
  • Provides support to recruitment processes and project staff contract initiations, extensions and terminations including management of the respective of chart of accounts with inputs from the Programme staff.
  • Monitors due times of HR contracts; maintains and updates the respective staff lists and informs the relevant programme staff, PSC and HR unit for required actions.

Management of Project Budgets to the Project provided
  • Elaboration of proposals for planning of financial resources of the projects, preparation of reports containing analysis of the financial situation
  • Monitors the payment terms of the contracts with inputs from  projects/programme staff.
  • Preparation and monitoring of budgets; regular analysis and reporting on the budget approvals and the delivery situation.
  • Establishment of projects’ budgets preparation/modification monitoring system controls of budgetary status versus budgets delivery levels.
  • Implementation of the control mechanism for projects through monitoring budgets preparation and modifications, budgetary status versus ASL,
  • Proper control of the supporting documents for payments and financial reports for the projects; preparation of all types of payments for projects
  • Maintenance of the project related expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, and other entitlements are duly processed;
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Presentation of information on the status of financial resources as required;
  • Maintenance of the proper filing system for finance records and documents.
  • Collect, review and control compliance of all invoices with the related contracts, grants etc., submit originals/copies of such invoices and payment requests for further processing, while keeping a copy of all such invoices,
  • Collect vendor forms from the vendors, control vendor forms in terms of completeness, and submit such forms to the UNDP for further processing,
  • Preparation of annual and quarterly financial statements, both for financial planning and reporting as well as for facilitation of audits,
  • Keep records, file and archive all finance-related activities and documents, 
  • Assist for review of progress against Annual Work Plan and agreement on necessary budget revisions.

Location (Duty Station): Ankara
Supervisor:  Syrian Response Programme Manager, with delegations to the Project Manager            
Payment Schedule: The remuneration is to follow a monthly schedule.
Reporting Structure
The Finance and Administration Officer will report to the Syrian Response Programme Manager with delegations to the Project Manager. 
Performance Indicators for Evaluation of Results
 1. Qualitative inputs provided for AWP and budgets formulated and revised correctly to reflect changes in implementation;
2. Project financial transactions are made in a timely manner; qualitative inputs prepared to project reports; high-quality correspondence, reports prepared.
3. Timely and qualitative inputs prepared to financial reporting and auditing process.
4. Project assets managed according to UNDP´s rules and regulations;
5. ATLAS role performed promptly and correctly.
Competencies
  • Minimum 5 years experience in financial management and/or financial support services in internationally-funded project(s) (i.e. projects financed or co-financed by international or multilateral organizations)
  • Experience of working with international organizations is required
  • A recognized financial management certificate is an asset,
  • A recognized project management certificate is an asset.
  • Notes:
(i) Internships (paid/unpaid) are not considered professional experience.
(ii) Obligatory military service is not considered professional experience.
 (iii) Professional experience gained in an international setting is considered international experience.
(iv) Experience gained prior to completion of undergraduate studies is not considered professional experience.
Required Skills and Experience

Education:
Master’s Degree in economics, management, engineering or any other relevant discipline (In the absence of a Master’s Degree, 2 additional years of working experience is required along with a Bachelor’s degree.)
Experience:
8 years of relevant working experience (SB4)
Language requirements:Fluent written and spoken English and Turkish
Computer skills:Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases
Nationality:Turkish
