UNDP’s Regional Hub for Europe and the CIS is UNDP`s advisory hub for the Europe and the CIS region tasked with the responsibility to provide policy and programmatic support to UNDP´s development activities in the region. Throughout UNDP´s focus areas, it works towards increasing the impact of UNDP´s activities in the region by assisting Country Offices in development of country-level initiatives through advisory services and technical support and by implementing regional-level projects in partnership with a wide range of partners supported to a global network of expertise. The RBEC’s Regional Hub employs a multi-disciplinary team of specialists and advisors, project managers, operations and programme support staff. IRH provides operational backstopping to a number of Program Management Offices.
Under the guidance and supervision of the Operations Adviser, the Procurement Associate ensures execution of transparent and efficient procurement services and processes in IRH; administers and executes processes and transactions ensuring high quality and accuracy of work. The incumbent promotes a client-focused, quality and results- oriented approach. S/he works in close collaboration with the operations, programme and projects’ staff in the IRH, COs, PMOs and UNDP HQs staff for resolving complex procurement issues and to exchange information and ensure consistent service delivery.
Duties and Responsibilities

  • Administration and implementation of operational strategies
  • Organization of procurement processes
  • Implementation of sourcing strategy and procurement tools
  • Facilitation of knowledge building and knowledge sharing
Ensures administration and implementation of the operational strategies focusing on achievement of the following results:
  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper functioning of a client-oriented procurement management system.
  • Procurement business processes implementation, update of internal Standard Operating Procedures (SOPs) in Procurement; .
  • Elaboration of proposals and implementation of cost saving and reduction strategies in consultation with Hub’s management.
  • Formulation and implementation of contract and procurement strategies including tendering processes and evaluation, managing the contract and contractor,  payment conditions, sourcing strategy, supplier selection and evaluation, quality management, e-procurement, etc. 
Organizes procurement processes focusing on achievement of the following results:
  • Coordination with projects and PSU of the preparation of procurement plans for the Hub and projects and their implementation monitoring.
  • Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
  • Organization of micro-canvassing processes for office and projects; review of submissions from projects, making sure that they are in line with UNDP rules and their approval.
  • Preparation of Purchase orders and contracts in and outside Atlas, , vendors’ creation in Atlas. Buyer profile in Atlas.
  • Review of Purchase orders and procurement activities  on a regular basis and ensuring  timely and accurate closure of POs in Atlas;
  • Review of procurement processes conducted by projects; submissions to the Contract, Asset and Procurement Committee (CAP) and R/Advisory Committee on Procurement (R/ACP).
  • Contributes to the  physical verification and assets management processes and inventories in the IRH
  • Entry in ATLAS of all the requisite management information
  • In charge of proper filing and archiving; records keeping and preparations for audits.
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
  • Presentation of researched information on procurement in the IRH.
  • Preparation of cost-recovery bills in Atlas for the procurement services provided. Organization of joint procurement processes for the UN Agencies in line with the UN reform. Maximizes benefits from using other UN Agencies LTAs/procurement arrangements.
Ensures implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:
  • Development and update of the rosters of suppliers, implementation of supplier selection and evaluation.
  • Maintains data on LTAs and takes timely actions for the renewals or establishment of new LTAs.
Ensures facilitation of knowledge building and knowledge sharing in the IRH focusing on achievement of the following results:
  • Onboarding of newcomers on procurement and sub-contracting rules and procedures
  • Training of office/project staff engaged in procurement.
  • Synthesis of lessons learnt and best practices in Procurement
  • Sound contributions to knowledge networks and communities of practice
Impact of Results
The key results have an impact on the overall IRH efficiency in procurement and success in implementation of operational strategies.  Accurate analysis and presentation of information, well- organized transparent procurement processes ensure client satisfaction and timely delivery of UNDP programmes/ projects. The information provided facilitates decision making of the management.

Required Skills and Experience
Education:
  • Secondary Education with specialized certification in Accounting/Finance or training in procurement. University Degree in Finance, Business or Public Administration would be desirable, but it is not a requirement.
  •  
  • UNDP Procurement Certification Level 1 is an asset.
  •  
  • CIPS certification is an asset.
Experience:
  • 6 years of progressively responsible procurement related experience is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of automated procurement systems, experience in handling of web based management systems and ERP.
Language Requirements:
  • Fluency in Turkish and English.
