ORGANIZATIONAL CONTEXT
The job is located in the Mersin Field Office (MRS FO). Job holder typically reports to the Head of Field Office.

At this level, the job holder is expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holder is expected to manage resources and coach and coordinate support staff.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute to the design and management of the M&E toolkit (project baselines, distribution & post distribution monitoring and output reporting).
2 Guide and backstop in each Sub-Office and Partner staff on enumerator’s training, data collection, supervision and data entry processes.
3. Within the specific area of responsibility, compile, consolidate and clean M&E data and support data analysis and preparation of M&E reports in order to support operational decision-making.
4. Perform accurate, timely statistical analysis of M&E data and external/secondary datasets within the specific technical area of work (e.g. post distribution monitoring surveys) following corporate standards and guidelines.
5. Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities;
6. Train national and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results;
7. Liaise, work and exchange information with internal and external counterparts to support effective collaboration, implementation and monitoring of ongoing project activities;
8. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance;
9. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility;
10. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines;
11. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis

STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

Experience:
  • At least two years in the field of M&E, programme support, research / statistics, or operation support, food security analysis/ data analysis/management, etc.).
  • Computer skills: Excellent knowledge of Microsoft Office. Experience with one statistical package (SPSS, Stata, SAS or other) is preferred.


Language: Fluency in written and spoken English and Turkish. Knowledge of Arabic is an asset

Nationality and Residency: The applicant should be either a Turkish national or have a valid Turkish residence at the time of application.

TERMS AND CONDITIONS
Contract duration is 12 months (renewable).

REMUNERATION

A competitive compensation and benefits package is offered. Local gross salary is offered on an annual basis starting from TRY 82,920.00 / year.
