Organizational Context
Under the guidance and supervision of the HR Manager, the National Consultant (HR Support) will provides support to HR Unit for the preparation of the forth-coming CO Audit in Afghanistan ensuring high quality of work, accurate, timely and properly recorded/documented service delivery.
The National Consultant (HR Support) will work in close collaboration with the Management Support and Business Development, Programme, Operations teams and projects’ staff in the CO staff to exchange information and ensure consistent service delivery.

Duties and Responsibilities

Scope of Work and Deliverable:
  • Perform general office duties such as typing, operating office machines, and sorting mail;
  • Retrieve from archives personnel and/or administrative documents such as personnel documents, travel documents or claims and posting, tracing original evidence and compiling them for audit proposals;
  • Undertakes research /obtain background information related to the areas to be audited;
  • Organizes and maintains supporting working papers and cross-reference with previous audit report;
  • Incoming/outgoing files are tracked in the system and kept in the filing room when not in use by staff, in line with SOPs;
  • Correspondence/documents are filed in the physical file and data entered in the database;
  • Ensure that an orderly and systematic filing system is maintained in the filing room (active and closed) for efficient and timely retrieval of files;
  • Ensure that the File tracking system is properly used by all staff in the office and that file movement within the office and between users is properly recorded in the system;
  • Receive record and forward incoming correspondence and manage its proper distribution to the responsible officers;
  • Draft routine correspondence, and respond to queries relating to area of responsibility;
  • Ensure the general maintenance and smooth running of the filing room, i.e. physical arrangement, cleanliness and security;
  • May be required to provide clerical and administrative support by stocking and supplying stationery, receive and dispatch of external and internal office pouches and handle all official documentation;
  • Maintenance of archives, making sure files are properly stored and accessible; safe keeping of documents;
  • Provision of photocopies of material from filed files, as requested by staff;
  • Assistance in the collection of reference and background material from filed files;
  • Perform any other related duty, as requested.
Expected outputs/Deliverables:
 The expected deliverables of the business process improvement exercise are:
  • A complete map of re-engineered and streamlined business processes/workflows of key business processes in the CO;
  • A set of SOPs for the revised processes with roles, responsibilities and accountabilities ensuring compliance with UNDP Financial Regulations and Rules and the ICF;
  • Recommendations for addressing capacity gaps (if any);
  • Estimation of the operational benefits of the proposed changes, including suggested metrics to follow up them.
Payment Modality
The contractor will be paid on daily basis based on actual number of days worked, confirmed by signed timesheet and achievements of the deliverables indicated above.

Required Skills and Experience

Academic Qualifications:
  • High School Diploma or equivalent is required.
Years of experience:
  • Minimum of 2 years of experience in records keeping and filing related to personnel administration is a requirement;
  • Expert level mastery of standard office software (Microsoft Word, Excel and Visio);
  • Demonstrated competency in client orientation and inter-personal and communication skills.
Language requirement:
  • Fluency in English, Dari and or Pashto spoken and written is required.
Working Arrangements:
Institutional Arrangements:
The National Consultant (HR Support) will work under the overall supervision of the Human Resources Manager   The Consultant shall work in close collaboration with relevant CO departments as and when required.
UNDP will provide office space and internet facility, logistical and other support service. The National Consultant, will be provided with a laptop if required. However, the National Consultant will bring his/her own mobile phone and meet local communications costs (UNDP will provide a local pre-paid SIM card).
Duration of the Work:
  • The performance under the contract shall take place up to contract duration of 6 months with maximum 132 working days.
Duty Station:
  • The duty station for the contractor is Kabul, Afghanistan for the entire duration of the contract. The contract is for 6 months and therefore the IC will undergo a 3 days SSAFE training. The Contractor will be required to report regularly and be present at UNDP office during the working hours, security conditions permitting. The contractor will follow the working hours and weekends as applicable to UNDP staff. Contractor’s movement for meetings and consultations shall be coordinated by UNDP office. The contractor is at all times required to observe UNDP security rules and regulations.
Price Proposal and Schedule of Payments:
The contractor shall submit a price proposal as below:
  • Daily Fee – The contractor shall propose a daily fee which should be inclusive of his professional fee, local communication and transportation costs. The number of working days for which the daily fee shall be payable under the contract is 132 working days.
The contractor will be paid on daily basis, based on the signed timesheet and achievements of the deliverables indicate in the terms of reference (ToR).
Evaluation Method and Criteria:
Individual consultants will be evaluated based on the following methodology:
Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight 70%;
Financial Criteria weight 30%.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
Technical Criteria 70 points
Qualification and Experience (70 marks) [evaluation of CV]:
  • General Qualification (20 marks);
  • Experience relevant to the assignment (50 marks).

Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document:
  • Duly accomplished Confirmation of Interest and Submission of Financial Proposal Template using the template provided by UNDP (Annex II);
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable applicant for the assignment.
