IMPORTANT INFORMATION: This vacancy is a local staff position with local remuneration package. It is open only to nationals and residents of PRC.
Job Purpose
To provide hands-on operational and administrative support to the resident mission (RM). At this level, the incumbent is expected to take the assigned leading accountabilities as appropriate to the position, and should be able to demonstrate thorough, substantial and diverse experience, and ability to undertake a variety of public-private partnerships (PPPs) and Transaction Advisory Services (TAS) assignments.
Expected Outcomes
PPP operations
  • Supervises and supports junior national staff and administrative staff to conduct their PPP duties in a smooth and timely manner.
  • Plans and undertakes Office of Public-Private Partnership’s (OPPP) research work for specific themes and challenges related to PPP.
  • Disseminates PPP expertise with internal/external clients by working together with junior national staff and administrative staff.
  • Conducts due diligence and documentation related to PPP operations.
  • Supports the RM’s PPP operations and actively contributes to ensuring the smooth interface between relevant departments in HQ and the RM with in-depth PPP expertise.
  • Assists to implement and administer PPP-related facilities such as technical assistance (TAs), project development facilities (PDFs) and trust funds.
  • Assists to develop and maintain the partnerships with institutions and agencies involved in the various aspects of PPPs.
  • Participates in PPP-related missions as required.
TAS operations
  • Supervises and supports junior national staff and administrative staff to conduct their TAS duties in a smooth and timely manner.
  • Contributes to TAS marketing to obtain mandates for individual projects, in consultation with international staff.
  • Supports to structure TAS projects by actively participating in relevant meetings with stakeholders.
  • Co-works with international staff to create cash-flow models for sensitivity analysis of individual projects.
  • Develops his/her own TAS human network with official agencies and private parties in developing member countries (DMCs), especially in the PRC, in consultation with international staff.
  • Assists to accommodate efficient TAS co-works with relevant departments and actively contributes to ensuring the smooth interface between relevant departments in HQ and the RM with in-depth TAS expertise.
  • Conducts due diligence and documentation related to TAS operations.
  • Assists to administer TAS-related facilities of OPPP such as TAs, PDFs and trust funds.
  • Participates in TAS-related mission as required.

Qualifications

Education Requirements
  • Bachelor's degree in related disciplines, preferably with Master's Degree or equivalent.
Relevant Experience
Work experience
At least 10 years of relevant professional experience in project management and implementation, and at least 5 years of supervisory experience.
Technical knowledge
  • Demonstrated knowledge and understanding of broad issues of PPP policy, project development and infrastructure finance.
  • Demonstrated knowledge and understanding of ADB operational processes and procedures.
  • In-depth expertise for structuring PPP/TAS projects and arranging market-oriented financial products including project finance.
  • Proven ability to undertake detailed research and analysis on PPP/TAS-related issues, conduct project due diligence including sensitivity analysis with cash-flow models and project documentation, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers and reports.
  • Proven ability to be familiar with market-oriented financial schemes for individual PPP/TAS projects.
  • Proficiency in operating microcomputers and using ADB software packages, for performing word processing, spreadsheets, graphics and database applications.
People and leadership skills
  • Able to mentor junior national staff and administrative staff to facilitate work planning, delivery and quality review with daily hands-on guidance.
  • Able to liaise and work effectively with staff within own work station and throughout ADB.
  • Able to work collaboratively with teams as a constructive team member.
  • Able to establish and maintain productive contacts with PPP/TAS stakeholders and consultants.
  • Good interpersonal and communication skills.
  • Able to work with individuals from different cultural/national backgrounds.
