Responsibilities
Within the limits of the delegated authority the Coordination Officer will be responsible for the following duties:

•Support efforts to promote a coherent approach to development issues, including communication strategies, by the United Nations Country Team (UNCT), seeking to ensure synergies that are aligned with Host Government’s national plans and priorities, including strategies for advocacy and engagement with national stakeholders;

•Supports and engages in the development, planning, implementation and monitoring of the UN Development Assistance Framework (UNDAF); identifies key issues including challenges that require immediate support and advice;

•Prepare and document Working Group meetings, including the coordination and preparation of agendas for the meetings. Prepare records and conclusions of the meetings and keep senior management abreast of discussions and issues raised;

•Act as a focal point for UN joint programming initiatives; establish close working relationships with UNAMA Units; liaises with all UN agencies, relevant departments of the Government, international donor community and civil society; facilitates coordination meetings and relevant forums that would enhance coordination and resources mobilization and utilizations;

•Assist in the identification of potential areas or issues for common UN approaches and in the development of proposals/actions for enhancing inter-agency cooperation and coordination;

•Monitors, analyses and reports on trends on human and socio-economic rights situation, external aid and public financial management, and in the UN's evolving programmatic strategies;

•Provide substantive and practical support to the Senior Coordination Officer in implementing the RCO and UNCT workplans and to ensure appropriate follow ups with relevant UNCT members;

•Facilitate the flow of information between UN global systems (e.g. UN HQs), the RC/HC and the UNCT in Afghanistan, ensuring that all relevant parties are kept informed of activities, initiatives and requests and facilitating any necessary follow up action. Ensure that non-resident agencies are kept informed of UN activities in Afghanistan;

•Performs other assigned duties as required.

Education
Advanced university degree (Master's degree or equivalent) in social sciences, political science, law, international relations, development studies, or a related field. A first -level University degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (5) years of progressively responsible experience in coordinating development activities, particularly UNDAF, in post-conflict countries and/or in international organizations or peacekeeping operations is required. Experience managing or facilitating multi-stakeholder processes at the national level in a peace consolidation setting is required. Experience working in Afghanistan is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in oral and written English is required. Knowledge of Dari and/or Pashto is desirable.
Assessment
Evaluation of qualified candidates may include an informal interview.
