UNDP Bangkok Regional Hub (BRH) supports countries in Asia-Pacific in many development agenda including Governance of Climate Change Finance. The Governance of Climate Change Finance (GCCF) team successfully implemented the Strengthening the Governance of Climate Change Finance to Benefit the Poor and Vulnerable in Asia Pacific (2012-16) regional programme which was supported by Swedish SIDA alongside the Strengthening the Governance of Climate Change Finance to Benefit the Poor and Vulnerable in South Asia (2013-2019) funded by UK AID or DFID. This programme is part of a larger UNDP regional programme on Governance of Climate Change Finance and Development Effectiveness under the umbrella of the BRH’s Regional Policy and Programme Support (RPPS) team’s “Advancing Inclusive and Sustainable Human Development in Asia and the Pacific (2014-2017)”. The project’s overall objective aims to improve the governance of international and domestic climate change finance, particularly for the poor and vulnerable in Asia & the Pacific by integrating and mainstreaming climate change into national planning and budgeting process.
Building on success of the 1st phase, the 2nd phase of the Swedish-funded  programme, the Strengthening the Governance of Climate Change Finance to Enhance Gender Equality programme, expands its scope in various dimensions including substantially mainstreaming Gender Equality and Human rights into the Governance of Climate Change Finance in particular into national planning and budgeting process in Asia-Pacific countries, increasing implementing countries from 4 to 6 countries, increasing project budget from US$4.5 million to be approximately US$ 10 million and increasing project duration from 3 years to 5 years.
The Regional Programme Management Officer will assist the Programme Manager in overall programme planning, implementation, monitoring, reporting and evaluation to ensure the targets and results are met in appropriate timeframe and the programme is delivered in high quality.
Duties and Responsibilities
The Regional Programme Management Officer will provide substantive, programme management and operational support to the Governance of Climate Change Finance programme and will report directly to the Governance of Climate Change Finance and Development Effectiveness Advisor with key functions as follows:
Summary of key functions:
  • Ensure high quality and efficient management of the Governance of Climate Change Finance programme including workplans and donors’ reports development.  (Workplans & donors reports) (40%)
  • Ensure effective resources management, mobilisation, planning and reporting of BRH’s Governance of Climate Change Finance programme. (Financial management & results Monitoring) (30%)
  •  Ensure efficient operations management (Administrative and Procurement management) by providing effective and efficient programme implementation support. (Programme delivery & Operational processes oversight) (20%)
  • Ensure efficient team management and provide Quality Assurance to team’s knowledge management and its products (Team management & Quality Assurance) (10%)
Details of the key functions
1. Ensure high quality and efficient management of the Governance of Climate Change Finance programme including workplans and donors’ reports development focusing on the achievement of the following results:   (40%)
  • Efficient gender-responsive climate change finance programme work plan development. Provide technical inputs to be integrated into development of the Governance of Climate Change Finance programme and ensure its efficient implementation in all levels of activities in close collaboration with the Governance of Climate Change Finance team members from UNDP team both at regional and country levels as well as with other development partners;
  • Efficient gender-responsive climate change finance programme’s progress reports and other relevant reports development with Result-based management approach both for UNDP’s internal usage and for submission to donors by working closely with team members at BRH and country offices;
  • Progress toward the expected results are monitored regularly with a system to track and monitor work plan and its budget utilisation. Ensure effectively work plan monitoring especially at key milestone of activities and ensure efficient production of progress reports and financial report based on the raw data from UNDP’s ATLAS system;
  • Ensure Governance of Climate Change Finance programme’s efficient work plan implementation including drafting Terms of Reference for consultants, facilitating and arranging multi-donor workshops in full compliance to UNDP’s practice, rules and regulations;
  • Ensure smooth coordination with key donors and smooth UNDP’s internal process to obtain necessary clearance and approvals;
  • Ensure that all required reports are submitted to the requesters, both within UNDP and outside UNDP, in a timely manner with inputs from relevant team members.
2. Ensure effective financial resources management, mobilisation, planning as well as results monitoring and reporting of the Governance of Climate Change Finance programme focusing on the achievement of the following results: (30%)
  • Effective programme’s financial management by ensuring the efficiency of programme’s budget planning, utilisation, expenditures delivery monitoring and management, budget revisions, expenditures correction, and other such necessary functions requiring regular use of ATLAS with close collaboration with GCCF team members and relevant UNDP’s units i.e. Global Service Support Centre (GSSC), Transaction Support Team (TST);
  • Efficient and smooth collaboration and effective communications with UNDP COs and BRH colleagues across all teams especially well as other development partners and Asia-Pacific member countries in order to secure good practice in resources management and mobilization;
  • Efficient Technical Assistance management at both national and regional levels to ensure   expenditure delivery is well on track as planned;
  • Draft high quality donors’ administrative agreements for their contributions and ensure the efficient process of receiving and allocating the contribution to the programme as well as efficiently monitoring of key financial milestone and ensure the donor financial reports are well prepared and successfully submit in a timely manner;
  • Efficient results monitoring against the approved workplans and the overall expected results in each milestone indicated in the programme’s logical framework.
3. Ensure efficient operations management (Administrative and Procurement management) by providing effective and efficient programme implementation support focusing on the achievement of the following results: (20%)
  • Ensure that the programme’s business process are undertaken in full compliance with UNDP rules, regulations and policies. Build and maintain good internal relationship with all UNDP country offices and Global Service Support Centre (GSSC), Transaction Support Team (TST) to ensure the smooth coordination and proper operational process. This includes processing and supervising general support team members to execute all administrative, travel arrangements and procurement process and sharing knowledge and necessary information to all team members;
  • Contribute to the business process mapping and improvement of efficiency and control of internal standard operating procedures in Finance, procurement, administration, logistics, Human Resource, IT service in compliance with UNDP internal control frameworks;
  • Ensure efficient procurement process including services and goods i.e. consultants and other related positions recruitments and institutional agreements is processed in a timely manner as well as to ensure the Governance of Climate Change Finance programme’s Procurement plan is well monitored and regularly updated.
4. Ensure efficient team management and provide Quality Assurance to team’s knowledge management and its products; (10%)
  • Conduct research, review publications and advocacy materials both at country and regional levels to ensure that they align with the programme’s workplan and oversee the production to ensure that they’re produced in compliance with UNDP’s guideline;
  • Provide a backstopping and coordinator role for all team member to support the Programme Manager to monitor staff movement, missions and leave plan to ensure the efficient team management.

Required Skills and Experience
Education:
  • Thai National with Bachelor’s or Master’s Degree in Development Studies, International Affairs, Political Science, Social Science, Public Administration or other related fields.
Work Experience:
  • Minimum 7 years for Bachelor’s or 5 years for Master’s holders of progressively responsible experience in regional/international programme and programme management, administration and financial management or related field is required;
  • Experience in fund raising, donor coordination and high-level stakeholder engagement is desirable;
  • Experience and knowledge in Results-based management is desirable;
  • Extensive knowledge of UNDP’s policies, procedures and practice including familiarity of ATLAS operational system is an asset;
  • Experience and knowledge in Development Effectiveness, Climate Change Finance and its related issues is an asset;
  • Ability to work as a part of a team, sharing information and coordinating efforts within the team;
  • Full computer literacy in internet searching and Microsoft Office programmes i.e. MS-Word, MS-Excel and MS-Power Point. Website management experience is an asset.
Language Requirements:
  • Proficiency in English with advanced command of speaking and writing. Working knowledge of other UN official language is an asset.
