ABOUT WFP
The United Nations World Food Programme (WFP) is fighting hunger worldwide.
ORGANIZATIONAL CONTEXT
Under guidance of the Head of Cox’s Bazar Sub-office, and daily supervision by the international Programme Officer, the national Programme Officer will oversee WFP assisted project interventions outside of camps specifically EFS and livelihoods activities, this includes planning, development of guidelines, timely implementation of activities as per workplan, management of partnerships, monitoring, reporting and analysis of risks, challenges and opportunities. 
JOB PURPOSE
To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
Major duties and responsibilities:
Support to HoSO:
  • Assist HoSO to manage WFP’s relationship with national authorities and Government counterparts, maintaining regular contacts.
  • Liaise with and help facilitate visits and briefings of donors, government delegations and other missions, in liaison with Admin under coordination of the HoSO where relevant.
  • Assist HoSO in establishing a district coordination mechanism related to the food security cluster.
Programme and Operations:
  • Manage implementation, monitoring and problem solving of all livelihoods’ programs related issues in close coordination with the International Programme Officer.
    • Provide detailed attention to the expansion and effectivity of BCC activities to include additional subjects that reflect needs on the ground.
  • Prepare and fast-track all payment and beneficiaries’ cash transfer related issues.
    • Follow-up and liaise with CO for timely implementation.
  • Supervise relevant field monitoring staff. Provide support to other field monitors as necessary.
    • Review work plans and ensure coordination with plans of other units.
  • Undertake regular field visits to follow-up on the implementation of programme activities and monitoring by FMA.
  • Facilitate compiled monitoring reports and work plans (including third parties’) as per schedule, for submission and feedback from the Head of Sub-office.
  • Support the Operation to manage the roll-out of SCOPE and operations when necessary.
  • Support the Operation to create SCOPE distribution lists and track payment related issues/documents.
    • Work closely with SCOPE team in BD and also to do allocated duties on SCOPE
  • Support PC to track workplans and ensure project control/progress as per schedule.
    • Track and follow-up on monthly cash distribution plans/schedules.
  • Work closely with CO CXB Support unit and CO Programme to ensure monthly resource release, disbursement status, cash pipeline to ensure smooth distribution, hotline issues and other finance/admin related issues. – Improve efficiency regularly, reporting issues to PC and HoSO as necessary.
Other Duties:
  • Ongoing coordination with SO Programme teams, units, partners, CO and all stakeholders.
  • Support emergency response with the relevant Senior Programme Assistant, under management of the HoSO.
  • Implement corporate emergency preparedness and response actions under the guidance of the Dhaka Country Office (CO). Contribute to preparedness actions, such as early warning, risk analysis and contingency planning and make the necessary recommendations. 
  • Work with cooperating partners to build their capacity, ensure timely implementation of program activities and fulfilment of respective agreements (including compliance with documentation and reporting requirements).
  • Ensure cooperating partners are maintaining correct procedures for handling, transport, storage, distribution, accounting and reporting of the commodities/cash supplied by WFP and arrange technical guidance as necessary.
  • Propose and design on-the-job training, specialized training or cross visits for NGO and GoB staff where applicable.
  • Communicate regularly with partner NGOs, GoB officials, UN agencies and other.

STANDARD MINIMUM QUALIFICATIONS
Minimum qualifications:
Education: University degree and/or equivalent with emphasis in one or more of the following disciplines; social sciences, nutrition, development studies, international relations or a field related to international development assistance.
Experience: At least five years of progressively responsible job related experience in the field of monitoring, development Programme operations, emergency operations, refugee operations, cash and voucher programming or other related field.
Language: Fluency in written and oral English and Bangla essential. Preference will be given to candidates who also possess sound knowledge of Chittagonian dialect and/or Rohingya language.
Knowledge: Excellent in utilizing computers; MS Office such as Word, Excel, PowerPoint, E-mail, and Internet.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Has gained experience in implementing technical programs (i.e. nutrition, etc.).
• Has implemented programmes and provided input into designing operations.
• Has provided input into policy discussions and decisions.
TERMS AND CONDITIONS
Contract Type: Service Contract
Contract Duration: 12 months (extendable)
Duty Station: Cox’s Bazar, Bangladesh
Nationality: Bangladeshi only
Monthly Net Salary: BDT 129,021.00. However WFP has a policy of salary protection on the basis of last earnings.
