BACKGROUND
The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The Regional Bureau for Asia and the Pacific (RBB) provides strategic guidance, technical support and direction to WFP country operations in the region. Successful implementation of a WFP regional approach to emergency preparedness in Asia over the 2013-15 period has culminated in multi-year, multi-donor support to national and regional-level emergency preparedness in the Asia Pacific region. To meet this commitment WFP RBB is strengthening its approach to manage strategic oversight and implementation of regional and national-level initiatives on preparedness. When emergencies occur, RBB also deploys functional experts to respond to emergencies. This position is intended to ensure augmented and dedicated capacities in RBB for research and analysis, information management and reporting specific to cash based transfer emergency preparedness and response (EPR) activities in the region.
This consultant will support the Regional Cash Based Transfers (CBT) team, to be based in the WFP Asia-Pacific Bureau in Bangkok, Thailand, with frequent travel in the Asia-Pacific region for missions and emergency response. The CBT consultant will report to the Regional CBT Programme Policy Officer to support with cash based transfer emergency preparedness and response (EPR) activities in the region. The consultant will also provide support for information management and reporting for CBT.

Duty Station: RBB/Bangkok
Starting Date: ASAP until 31st December 2017
KEY DUTIES WILL INCLUDE:
Emergency Preparedness & Response
  • Development and proof-of-concept testing of cash feasibility assessments, working closely with the Regional Safety Nets team and country offices;
  • Support the development, implementation and follow up of regional workshops, simulations and trainings in CBT and Shock-Responsive Social Safety Nets;
  • Support the Regional Safety Nets team with CBT operational support to national shock-responsive safety nets, including stand-by agreements where feasible;
  • Develop CBT EPR plan, proposals and budgets in consultation with other relevant units in the regional bureau;
  • Support country offices to ensure full CBT preparedness for emergencies, including cash delivery mechanism preparedness;
  • Lead or support emergency CBT responses in WFP countries as required;

General CBT Technical Support:
  • Support the information management and reporting requirements for the CBT team;
  • Review project proposals and documents to ensure quality assurance and coherence;
  • Represent WFP at workshops, seminars, meetings and other events related to CBT as requested;
  • Perform other duties as required.
EDUCATION AND EXPERIENCE:
  • Educated up to University degree level in a relevant field
  • Experience in the design, implementation and evaluation of in-kind food, cash and voucher transfers.
  • Experience in CBT emergency preparedness work;
  • Experience in leading and supporting the design, set-up and implementation of CBT responses in emergencies;
  • Experience in planning, design and implementation of humanitarian and development programmes with relevant work experience at the country or implementation level in developing countries;
  • Experience in social protection or safety nets desirable.
TECHNICAL SKILLS & KNOWLEDGE:
  • Strong understanding of the theory and application of food security, livelihood and safety net programmes;
  • Good understanding of food security targeting, monitoring and evaluation techniques and their application;
  • Knowledge of major humanitarian, recovery and development challenges and issues, specifically strategies for poverty and hunger reduction;
  • Knowledge of issues related to international development cooperation and humanitarian assistance;
  • Knowledge and understanding of UN’s role in development cooperation;
  • Good understanding of UN or WFP policies and programming requirements with a working knowledge of project finance, costing, budgeting and procurement.
COMPETENCIES:

  • Strong analytical and negotiation skills;
  • Resourcefulness, initiative, maturity of judgment and tact;
  • Ability to work well under stressful emergency conditions;
  • Ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision;
  • Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, host population, donors, NGOs and other UN agencies;
  • Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds.
  • Must be willing and ready to regularly travel for emergency preparedness and response missions in the region.
