Since 2007, the Government of Uzbekistan has embarked on a comprehensive Public Finance Management (PFM) reform agenda, whose main directions were laid down in a PFM Reform Strategy for 2007-2018. Adopted and implemented by the Ministry of Finance, the strategy identified three main reform pillars: (i) policy and priority based allocation of resources; (ii) efficiency in delivery of services; and (iii) fiscal discipline. The strategy comprised an action plan, which envisaged the following: (i) establishment of a fully functioning centralized treasury system; (ii) adoption and implementation of a modern, unified budget and accounting system; and (iii) introduction of a medium-term budget framework (MTBF) and program budgeting.
A recent joint review of the PFM Reform Strategy by UNDP and the Ministry of Finance (2016) has found that the execution of the PFM Reform Strategy fell behind several deadlines, and progress in PFM reform has been uneven, with much more progress on budget execution than on budget preparation issues. Following the recommendation to review the Strategy, the Ministry of Finance has drafted a new PFM Reform Strategy for 2017-2025. The main objectives declared in the new Strategy are better spending prioritization and greater results-orientation at line ministry level with an ultimate goal to improve the quality of public services. The new Strategy thus takes stock of the progress in PFM reforms to date, and provides and updated roadmap and sequencing of critical PFM reforms further ahead.
To provide continuity of the PFM reforms, UNDP is launching a new project, designed to support the national partners in the implementation of key elements of the PFM reform agenda envisaged in the new Strategy (2017-2025). The project thus will focus on providing support in the following areas:
  • Introduction of medium-term budget planning and programme-based budgeting with an aim to increase the efficiency and efficacy of budget spending, as well as to address the budget needs for implementation of longer-term national development strategies and programmes (including SDGs).
  • Facilitating the establishment of a solid and functional internal control and audit systems, which must complement successful introduction of programme-based budgeting
  • Further promoting greater fiscal transparency by helping the government publish essential public revenue and expenditure (budget) figures in line with the international recognized standards
  • Enhancing the capacities of the State Pension Fund to forecast the revenues and expenditures in order to ensure the sustainability of the Fund and the quality and coverage of its services.
Duties and Responsibilities
Under the guidance and direct supervision of Project Manager, the Administrative Finance Assistant provides operational/financial and administrative services to the project, ensuring high quality, accuracy and consistency of work. The Administrative Finance Assistant works in close collaboration with the Government Counterparts, project, operations, and UNDP Programme’s personnel in the Country Office to exchange information and ensure consistent service delivery in compliance with SOP of UNDP Uzbekistan..
  • Bear responsibility for project logistics/travel arrangements, as well as recruitment/extension/ separation of the project personnel;
  • Encourage awareness of and promotion of gender equality among project personnel and partners;
  • Based on consultations with Project Manager and UNDP Operations to perform procurement related operations in accordance with UNDP rules and procedures;
  • Provide organizational and administrative support in implementation of project activities including organization of roundtables, workshops, trainings, working meetings and other events;
  • Prepare all financial and administrative documents related to the project implementation in accordance with the UNDP rules and procedures, maintain project’s expenditures and commitments shadow budget;
  • Develop quarterly and annual budget plans for recruitment of personnel; maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments and other data for day-to-day transaction and reports;
  • Advise and assist Project personnel, experts and consultants on all respects of allowances, travel claims and other financial and administrative matters;
  • Prepare detailed cost estimates and participates in budget analysis and projections as required to handle all financial operations of the project office, make cash payments and reconcile all accounts in required time frame;
  • Maintain, update and transmit inventory records of non-expendable equipment in accordance with UNDP rules;
  • Ensure leave monitoring of project personnel, check the accuracy and proper completion of monthly leave reports;
  • Analyze the potential problems concerning administrative-financial issues and take respective measures to provide adequate project’s resources in time for implementation of the project activities;
  • Define the cost-effective measures for optimal use of resources of the project;
  • Ensure full compliance of administrative and financial processes and financial records with SOP of UNDP Uzbekistan.

Required Skills and Experience
Education:
  • University degree in Business Administration, Finance and/or Economics;
Experience:
  • At least 2 years of relevant work experience in administration and finance; Work experience in international organization is an asset.
Language Requirements:
  • Fluency in English and Russian (both written and spoken), knowledge of Uzbek is an asset.
Others:
  • Strong financial and administrative skills, result and client-orientation;
  • Ability to work under pressure and with tight deadlines, ethics and honesty;
  • Ability to use information and communication technology as a tool and resource;
  • Understanding of development issues, human rights (including women’s rights), basic gender concepts and gender issues in the country;
  • Knowledge of and experience in gender mainstreaming is an asset;
  • Experience in handling web-based management systems.
